Greetings!

We're having trouble importing/adding rubrics in Google Classroom. Teachers
click the *+rubric* button and select the option to *import from Sheets**.
*Google does its usual think time, then we get a red popup "There was an
error importing this rubric."  For example, teachers wanted to use this
annotation rubric
<https://docs.google.com/spreadsheets/d/1y3oukGyD1wapyrFC_CnQ4ACl2jGw6ZXKDyjM0HaGiNY/edit?usp=sharing>,
and everything *seems* ok in Sheets (including permission settings), but
....

Any advice?
