I had a similar, not same, issue with some Chromebooks earlier this year
that would not update if the OU was pinned at a certain version. I moved
the devices to an OU set to update to the latest version then moved the
devices back after updating (it might take several updates)...  Guessing on
this, but if the OU OS is pinned to a set version, the device tries to
update to THAT version but can not because it needs an incremental update.
Once the device could grab the "latest" for that OS version as a step
increase, it could then update to the most current...
