As my old UVM Political Science instructor Frank Bryan always 
said, "Vermont Town Meeting is the most democratic form of government in 
the world".

Sadly, the state of Vermont has taken away most of local authority with 
the state Supreme Court ruling that produced Act 60 and Act 68.  The 
majority of town spending is on the school system.  Town meeting no longer 
has any authority over that.
