Impact to research due to COVID-19: when and how to document impact and notify sponsors

Good afternoon Investigators and Research Administrators,

SPA has been receiving sponsor-specific COVID-19 information, mostly in the form of FAQs and descriptions of grantee flexibilities. As a reminder, SPA has created the following webpage where sponsoring agency announcements are being posted -

Documenting impact:
Specific to sponsored projects, Principal Investigators should document the actual impact of the crisis on the sponsored project activity that subsequently can be used to back-up salary charges, used in progress reports and used for requesting a no cost extension.

In the past two days we have received a number of questions from departments whose research has been impacted, most of them around the need to notify the sponsors and what venue to utilize.

When to notify:
Investigators must follow any sponsoring agency specific requirements, including informing their program officer and grant officer as soon as possible of any problems, delays, or adverse conditions that will materially impact the ability to meet the objectives of the sponsored award.

We should be submitting notifications in cases where either the sponsoring agency requires notifications, or sponsor's contracting office or program office requests an update from the investigator directly.  If the sponsor does not require a notification either in their stated guidelines, or by way of reaching out to the investigator, we should not submit notifications.

How to notify:
All official correspondence to a sponsoring agency needs to be submitted through SPA.  In cases where sponsoring agency requires notifications or sponsor's contracting office or program office requests an update from the investigator directly, PIs and department research administrators need to work with their assigned SPA RAs to submit.

Use UVMClick - Grants:
We encourage you to deliver requests to notify the sponsor, if required, by using UVMClick - Grants. Steps to take: Login<https://grants.connect.uvm.edu/Grants/sd/ResourceAdministration/Activity/form?ActivityType=com.webridge.entity.Entity%5BOID%5B74F8C3FDD4D51044A25480DB2F26D2F1%5D%5D&LoggedFor=com.webridge.entity.Entity%5BOID%5B4430698CB7237E42BDC0E77532F1A211%5D%5D&_webrNew=all&ActivityMacro=com.webridge.entity.Entity%5BOID%5BA01859102BF4E7458AD2AE45DEF19208%5D%5D&state=Advance%20Account&drsvComponentID=null>, click Grants, click Awards, search by PI, click the Award, left side activity Menu click Send Email, select to Specialist, write message and deliver. However, sending requests to SPA RAs via Outlook is also acceptable.

SPA RA will archive the delivered notification to the sponsor within your UVMClick - Award as a "Log Correspondence". This activity will document the event in the "History" tab of your award making it available to all for future reference.
