Hi Tom -
        The House unanimously passed a Whistleblower Act in Sept. 1986.  It
took two more hearings before the Senate passed it; Mr. Reagan used his
pocket veto after Congress adjorned.  It was revived with the Bush
administration and passed in March 1989; became effective in July that year.

outline of the Act and a survivor's guide for whistleblowers. Hope this
