Seeing this petition on our discussion list I believed it to be authentic
and did not check it out.  Unfortunately it  dates from 1995.  The
references are not current.  After I sent it out to a number of
correpondents I found it listed among the hoaxes at CIAC

 Please help to squelch it.  I am sure that PBS and the NEA need to be
defended against the Neanderthals and a well informed up to date petition
may be in order but this petition is discredited and not the proper
instrument.
