I have not seen reference to this in a single letter but do not doubt that
it exists given HCFA has thousands of employees, many of whom deal with
these issues. However, various statutes do provide the information I
presume you’re seeking. Examples include the False Claims Act,
Anti-kickback statute, Health Insurance Portability and Accountability Act,
anti-self referral legislation of various types including Stark II, etc.
These alone could include everyone you’ve mentioned. Evidence of the
enforcement can be seen in the OIG’s exclusion list, as of July, 2000
including 19,124 “entities” (vast majority being individuals but including,
e.g., 2,150 skilled nursing facilities and 1,259 pharmacies). The OIG web
site published the complete listing.
