It is possible to obtain a benchtop unit for producing pure F2 safely, by
electrolytic means. For further details, see the following web-page:
http://www.fluorogas.co.uk   We have recently purchased one of the Fluorodec
LT systems and know of several others in use in the UK. So far, we've
encountered no problems; I recommend that you check it out.
