Unless the meeting is a Special Meeting the agenda can be
changed prior to the meeting. All the open meeting law requires is
that an agenda of a regular meeting be available sometime before
the meeting. It is not unreasonable to make last minute changes
to an agenda - so long as it is done with enough time for interested
members of the public to be apprised of the change.
