In Morristown, we vote selectboard and schoolboard members and the school
budget by Australian Ballot. The rest is done from the floor. Since we
have gone to voting the school budget by AB, our turn out at town meeting
has diminished. People do not come to the evening informational meetings,
and because they can't talk about the school budget at town meeting,they
have quit coming to that also.
Here is my question to all of you. If town meeting is held in the gymn, and
the Australian Balloting is held in the library quite a ways down the hall,
can we allow people to talk about the school budget from the floor in town
meeting? I have heard different opinions about this, but I wonder what is
legal - and if not legal, what is the practice in other towns.
