My apologies to the tax department. I just read my own email and I didn't
mean for it to sound so negative. The folks at the tax department have
been very helpful in explaining the law to us, but we haven't had much luck
enforcing it with the lawyers (or with Ran-Mar - they won't even do bills
of sale in my town). Some attorneys send us a PTTR no matter what, but
some refuse, and I don't know how to convince them. The same thing
happened yesterday with a boundary line agreement. The tax department says
a PTTR is required, but the lawyer says it isn't, and if I don't record it,
it's my taxpayers that are stuck. I guess if the lawyer won't do one, I
will try to help them figure it out on their own. It's frustrating to be
caught in the middle.
