I agree entirely.  And given the fiscal instability of the Vermont wildlife
agency, apparently because of the drop in hunting and fishing licenses, the
Commissioner would welcome the idea.  I'm sure you know his proposal to fix
a registration fee for canoes and kayaks has been met with considerable
resistance by the non-motorized boating community (of which I'm member).
Seems to me that if birders proposed a birding sticker, suitable for
application to a tripod or some other piece of your equipment, it would be a
positive contribution to wild birds and to the birding community itself.
