For what its worth, Windows Longhorn (Windows 2006?) has the same problem,
or at least did with build 4015. I haven't felt the urge to see if it
exists with the more recent builds.
Longhorn seems to get confused about the location of the boot drive, and
writes the WinPE environment to the FW instead. After this, it still does
not install until you unplug the FW drive.
