I have never been asked about a surprise wedding, but I have issued a
license when only one party could come in because the other works, etc.  My
initial reaction is that both parties should consent before the license is
issued, but I suppose if he doesn't want to go through with it he doesn't
have to sign it.  I don't know how to advise you but I will be interested
to know what you decide.
