On H31, we have seen a large increase in the recording in the last couple
of years, as every town has, and we do enjoy the extra income that comes
with it. Being a poor town this money helps to support the running of the
Office and with the extra $1 per page for record restoration it has allowed
us to do some much need restoration that would not have been done with these
With that said, I would like to suggest that some portion of the flat fee be
earmarked for record restoration, perhaps $7 to $10. Other than that I have
no problem with the fee schedule you suggested.
As for the public hearing on the creation of a municipal land records
commission just let me know a little while in advance and I will work my
schedule around it if you feel I should be there.
I have been following some of the other bills as well but haven't formed an
opinion of most of them.
H547 - I wonder how we keep from public disclosure the social security
numbers that are listed in mortgage deeds. Does this make the mortgage deed
no longer public record??
H549 - this bill proposes town clerks to keep general indices in an
approved electronic or digital format. What about the towns that can not
afford to have that kind of format. Will the State provide funding?
H524 - this bill proposes to replace the word
'photocopy' with the word 'copy' and extend the Restoration Fund to 2010. I
am very much in favor of this one.
For Treasurers - H540 - this bill proposes to make technical amendments to
the education finace laws necessary for implementation -- you should
read it because it will definitely affect the Treasurer's Office. ---I
reserve judgement on this one at this point--
Senate Bill 200 - this bill proposes to authorize a town to eliminate the
office of town treasurer and in lieu thereof to appoint a qualified
individual, partnership, firm or corporation to perform the duties of the
--- I understand the need to have qualified individuals as town treasurer,
however, I believe that the voters have enough common sense to elect the
right person and I as a voter am not ready to give up my right to elect that
person. Is this just the first of many elected officers that will be done
