Last year in Lyndon we sent a letter (went out in May) to all folks on our
sanitation billing (rubbish) system that had not licensed a dog. We
explained that we were doing a dog census and needed a more accurate count
of the number of dogs in Town and we were also reminding people of the law
requiring them to license their dogs. We licensed 200 more dogs after the
letter went out. Could do the same thing with your taxpayer list.
