I think Vermont statute says there should be an annual dog census. Though
the one year I had our town constables conduct one, I had more dogs
licensed than they counted!!
I send a warning letter to anyone that hasn't licensed their dog by April 1
and give them two weeks to do it. The list is then turned over to the
constables and they visit each owner. If that doesn't get them in here,
the Select Board issues a warrant that enables the constable to destroy the
dog. When the constable presents the owner with the warrant, in they come.
