Windows XP includes Movie Maker which is easy to use.
There are also a number of add on downloads at

Sony also makes a software program called Screenblast Movie Studio for $99
which has the
same ease of use but with more bells.

Subject: Video Editing Software Recommendations
Hello!
We are considering purchasing video editing software for Windows
machines that reflects typical usage in Vermont schools. We would like
to know which software products are currently used in elementary/middle
school and high school.
We are not looking for high-end, professional video software because of
expense and application. The need here is for basic, easy to use,
software that students would use to create short videos that support
curriculum projects and don't require an extensive skill set in order
to understand and use.
