There is no reason to spend time on something that can't grow and adapt with
your organization. MySQL is the database of choice.
I don't know much about Scantron's access database, but if it's your only
option you can extract the data using SQL and INSERT INTO the MySQL
database. You could get away with using a nightly script.

Unfortunately, having the ability to scan "bubble" sheets is a deal
maker; not being able to do it is a deal breaker. To my knowledge, no
one offers this ability for Filemaker. In addition as data demands grow
and access across WAN links, remote access, and interoperability grows,
I believe that both Access and Filemaker are inappropriate tools for
what we are being asked to do. We need to start using an enterprise
class database such as MySQL (or you could go for the big bucks and
complexity and use oracle). We use Filemaker in our district and it is
being pushed past its limits in a WAN scenario. It is not a true client
server databse app and I am seeing that need more and more. So far
scantron seems to be the only game in town; much to my disappointment.

My vote is for FileMaker. It is cross-platform, much easier to use than
Access, and you can publish to the web. We rely on FileMaker for
everything from nurses' records, standardized test scores, student
course history, demographics, and so on. It's a great tool.
