Currently UVM is the only Internet2 / Abeline site in Vermont.
Internet2 is the "sponsoring organization" and Abeline is the network
we subscribe to, via NOX in Boston.

Physically, it has been possible since about 1990. ("The hill are alive
with dark fiber") ... financially, well ...
Because I2/Abeline is not a commodity service, some regional networking
architecture has to be developed ... to (1) connect to vermont schools
and (2) to connect those connections to the Abeline network.
At least one school is in the process of designing an "i2" connection
using a carrier that has access to Boston.

Most of the SEGP's are indeed statewide networks. The State of Maine
Education Network has been able to do this, providing, I've heard, 43
mbps access to the internet to 80 high schools.
