In Barre Town, the "draft" minutes are posted on the website. However, prior to opening any set of minutes there is a disclaimer stating that minutes are not approved until the next meeting. I have placed a "DRAFT" stamp on the first page, scanned the document, and the scanned document is placed on the website. I also post a public copy on the municipal building bulletin board which has been stamped with "DRAFT" notice.

I have responded to a desire voiced by some to receive the selectboard
minutes and notices electronically through e-mail. Also, there is a town
webpage where selectboard minutes are "posted." The chair of the
selectboard has requested that only the APPROVED minutes be delivered in
this way in an effort to avoid confusion. We all post paper copies of the
UNapproved minutes within five days of the meeting, and I'm not so sure
there's a substantive difference between paper posting and electronic
posting these days.

This is why I ask the above questions: In Leicester at a Select Board
meeting on May 2, the Board accepted a bid to pick up the green up
collections. Bids were never published and it has never been put out to bid.
The road crew has always done the collection on that weekend at regular
wages, no overtime for Saturday or Sunday. Still, the Select Board accepted
the bid and this other person or persons ( not employees of the Town) will
do the collection. My concern is the bid and the process, very unfair!
