I know there are blogs that do support that ... blogger.com does, for example.
Or, it might be easier to post the answers to the blog directly, and then have students check them out.
Or, if that feels a bit impersonal, perhaps a BBoard type program might work.
(There used to be an old "pre" blogging days package called FAQamatic ... that built a "frequently asked question" knowledge base via email ... but google can't find much on it (at least with that spelling :) )
