I am trying to locate a copy of a publication by the COMMISSION OF 
THE EUROPEAN COMMUNITIES;

Principles and Methods for Establishing Concentrations and Quantities 
(Exemption Values) below Which Reporting Is Not Required, European 
Directive, Radiation Protection 65, Doc. XI-028/93, CEC, Brussels, 1993.

CISTI doesn't have it, as well as many other places I have checked.

Any help would be greatly appreciated.
