To sum up some of this conversation, it sounds like the next steps to 
getting a bioethics.blog.uvm.edu account would be to:

1.  Request a "bioethic" netid, and somewhere in that request form, 
request that the alias be "bioethics":

http://www.uvm.edu/cit/policies/application.html

2.  Once that's created, log into the "Get a Blog" form with this new 
account information, and request a blog with that account:

https://www.uvm.edu/~blogging/getablog/

3. Then, once you've begun posting to it (i.e. after going to 
biethics.blog.uvm.edu/mt/), you can add it back onto the "blogroll" list:

https://www.uvm.edu/~blogging/blogroll/
