AREA FORECAST DISCUSSION
NATIONAL WEATHER SERVICE BURLINGTON VT
350 AM EDT FRI MAY 19 2006

...A FLOOD WATCH CONTINUES FOR THE POTENTIAL FOR MORE HEAVY RAINS
TODAY INTO SATURDAY ESPECIALLY IN THE GREEN MOUNTAINS OF
VERMONT...SOUTHEASTERN VERMONT AND THE EASTERN ADIRONDACKS OF NEW
YORK...

SIGNIFICANT RISES CAN BE EXPECTED ON MANY OF THE STREAMS AND RIVERS
BY LATE TODAY INTO SATURDAY WITH POTENTIAL FOR SEVERAL
RIVERS...ESPECIALLY ACRS NORTH-CENTRAL AND NE VT TO GO ABOVE FLOOD
STAGE.

.SYNOPSIS...
THE WINTER LIKE PATTERN CONTS ACRS THE UNITED STATES WITH DEEP
MID/UPPER LVL TROF OVER THE EAST COAST AND STRONG RIDGE ACRS THE
WESTERN CONUS. WELL DEFINED CUT OFF ULVL LOW CIRCULATION CONTS TO
SPIN ACRS THE OHIO VALLEY WITH SEVERAL EMBEDDED 5H VORTS. NEXT
POTENT 5H VORT LOCATED ACRS THE CAROLINAS COMBINED WITH 90KT 25H JET
COUPLET IS HELPING ENHANCE SFC CYCLOGENESIS OVER SOUTHERN NJ ATTM.
THIS WL MOVE NORTH TOWARD OUR FA TODAY AND BRING ANOTHER ROUND OF
MODERATE TO HEAVY RAIN TO THE REGION...ESPECIALLY EASTERN VT. LOTS
OF LIGHTNING ACTIVITY ASSOCIATED WITH UPCOMING SYSTEM ACRS THE
CAROLINAS AND THE EASTERN MID ATLANTIC COAST...BUT LARGE AREA OF
SUBSIDENCE PER WATER VAPOR TRENDS IS LIMITING SUB-TROPICAL MOISTURE
FEED ATTM. HOWEVER...THIS SYSTEM HAS EXTREMELY STRONG MID/UPPER LVL
DYNAMICS AND WL HAVE THE POTENTIAL TO PRODUCE HEAVY RAIN ACRS OUR
FA THIS AFTN.

MEANWHILE...THE COMBINATION OF STRONG ULVL DIVERGENCE AND INITIAL 5H
VORT...ALONG WITH LLVL INSTABILITY FROM SFC HEATING HELPED IN THE
DEVELOPMENT OF SEVERAL BANDS OF MODERATE TO HEAVY RAINFALL ACRS OUR
CWA LAST EVENING. RAINFALL AMOUNTS WERE GENERALLY BTWN 1 AND 1.25
INCHES ACRS THE SPIN OF THE GREEN MTNS WITH 0.25 TO 0.75 IN THE CPV
AND ISOLATED 1.0 AMOUNTS ACRS THE SLV. SEVERAL SHARP RISES WERE
NOTED ON THE DOG AND MAD RIVERS...BUT NO REPORTS OF FLOODING ATTM.
THIS RAIN HAS PRIMED OUR RIVERS AND STREAMS FOR THE POTENTIAL FOR
FLOODING WITH UPCOMING NEXT AROUND OF HEAVY RAIN TODAY.

&&

.SHORT TERM /TODAY THROUGH SUNDAY/...
FCST CONCERN WL BE PLACEMENT AND AMOUNT OF QPF THIS AFTN INTO
SATURDAY ASSOCIATED WITH COASTAL SYSTEM. MODELS IN GOOD AGREEMENT
WITH MAJOR ULVL FEATURES AND GENERALLY OVERALL MOVEMENT/STRENGTH OF
MID/UPPER LVL CIRCULATION FROM THE OHIO VALLEY INTO THE MID ATLANTIC
STATES. IN ADDITION...MODELS IN FAIR AGREEMENT WITH SFC LOW PRES
DEVELOPING OVER NJ THIS MORNING AND MOVING NORTH INTO SOUTHERN
CANADA BY SATURDAY MORNING. HOWEVER...SOME DISAGREEMENTS ARE NOTED
ON PLACEMENT/STRENGTH OF LLVL 85H JET AND THE ASSOCIATED 85H
MOISTURE ADVECTION/CONVERGENCE...ALONG WITH MOVEMENT/PLACEMENT OF 7H
UVV'S ASSOCIATED WITH THE STRONG ULVL DIVERGENCE AND DUAL JET
COUPLET. GFS IS MUCH STRONGER WITH 50KT SE JET DEVELOPING ACRS NE VT
TODAY WHILE NAM PLACES THIS FEATURE...ALONG WITH BEST LLVL MOISTURE
CONVERGENCE AND 85H THETA E ADVECTION EAST OF OUR FA. I FEEL WITH
SUCH A STRONG ULVL SYSTEM AND THE ULVL'S BECMG NEGATIVELY TILTED
PLENTY OF MOISTURE WL BE DRAWN BACK INTO OUR FA. HOWEVER...BEST PWS
NEAR 1.0" AND 7H THETA E AXIS WL BE FROM THE CPV AND POINTS
EASTWARD...THEREFORE THINK THIS AREA WL HAVE THE GREATEST POTENTIAL
FOR HEAVY RAINFALL. BOTH NAM/GFS SHOW SEVERAL BANDS OF STRONG QG
FORCING...ALONG WITH 7H FGEN LIFT...AND GOOD UVV'S FROM THE CPV AND
POINTS EASTWARD. THE NAM12 HAS BEST 7H FGEN AND OMEGA NW OF CLOSED
7H LOW...BUT HAS BEST QPF PLACE RIGHT UNDER 7H LOW...WHICH LOOKS
SUSPECT. MEANWHILE...FEEL GFS POSITION SLIGHTLY FURTHER WEST WITH
QPF LOOKS REASONABLE...BUT THINK AFTER 18Z THIS MODEL IS SUFFERING
FROM CONVECTIVE FEEDBACK PROBLEMS...BASED ON OMEGA BULLEYES AND 5H
VORT FIELDS. WL USE THE GFS AS A STARTING POINT...BUT WL BLEND HIGH
RESOLUTION NAM DATA INTO GRIDS TO SHOW HIGHER RAINFALL POTENTIAL
ACRS THE SPIN OF THE GREEN MTNS. O YES SE FLW AND STRONG LLVL 85H SE
JET WL CAUSE SOME SHADOWING EFFECTS FROM THE WHITE MTNS ACRS THE NE
KINGDOM AND UPPER CT RIVER VALLEY...WHERE WE WL TRY TO SHOW SLIGHTLY
LESS QPF IN THE GRIDS. HOWEVER...STRONG ULVL DYNAMICS/FORCING MAY
OVERCOME THESE LOCAL EFFECTS SOME.

BASED ON DYNAMICS AND AVAILABLE MOISTURE FEEL FAVORABLE SE UPSLOPE
REGIONS OF THE GREEN MTNS WL SEE 1 TO 2 INCH RAINFALL AMOUNTS WITH
ISOLATED AMOUNTS APPROACHING 3 INCHES POSSIBLE ACRS NORTH-CENTRAL VT
MTNS BY TONIGHT. MEANWHILE...QPF SHOULD RANGE FROM A 0.50 TO 1.00 IN
THE CPV AND LESS THAN A HALF INCH FOR MOST OF NORTHERN NEW YORK.
SOME HIGHER AMOUNTS POSSIBLE FOR SE UPSLOPE FLW ACRS THE EASTERN
DACKS. THE HEAVIEST RAIN BAND WL BE FROM NEAR LUDLOW TO BETHEL TO
STOWE TO MONTGOMERY. ALSO...THE GFS ENSEMBLE 12 HR QPF SHOWS >70
PERCENT CHANCE OF 1.0" OR MORE OF PRECIP ENDING BY 00Z SAT FOR THIS
REGION.

SATURDAY-SUNDAY...
MID/UPPER LVL LOW AND ASSOCIATED SFC FEATURE REMAIN PARKED ACRS
SOUTHERN CANADA ON SATURDAY. THE CYCLONIC UPSLOPE FLW AND EMBEDDED
VORTS WL KEEP WX ACRS OUR FA UNSETTLED...BUT AREAL COVERAGE AND
INTENSITY WL BE MUCH LESS. NEXT POTENT S/W MOVES ACRS OUR FA ON
SUNDAY WL ANOTHER ROUND OF SHOWERS WITH EMBEDDED THUNDERSTORMS
EXPECTED. WITH VERY COOL AIR ALOFT AND DROPPING FREEZING LVLS
POTENTIAL FOR SMALL HAIL LOOKS GOOD. THE COMBINATION OF UPSLOPE FLW
AND COOL POOL ALOFT AND PROGGED 85H TEMPS NEAR -4C MAYBE COLD ENOUGH
TO SUPPORT SOME WET SNOW FLAKES SUNDAY NIGHT INTO MONDAY MORNING
ABOVE 2500FT FOR THE DACKS/GREEN MTNS.

&&

.HYDRO...
THE HEAVIEST RAIN WL BE ALONG THE SPINE OF THE GREEN MTNS WITH 1 TO
2 INCHES EXPECTED BY SAT MORNING. CPV AND THE CT RIVER VALLEY WL
RECEIVE BTWN 0.25-0.75 WITH ISOLATED AMOUNTS APPROACHING 1.0
POSSIBLE BY SAT MORNING. OTHERWISE...RAINFALL AMOUNTS WL BE LESS
THAN 0.50" ACRS NNY. I HAVE DONE SEVERAL SITE SPECIFIC MODEL RUNS
FOR SOME RIVERS. THE MISSISQUOI RIVER AT NORTH TROY WITH 1.25 INCHES
OF QPF TODAY WOULD APPROACH FLOOD STAGE BTWN 19Z-21Z AND CREST
AROUND 10.5 FEET...WHICH IS 1.5 FEET ABOVE FLOOD STAGE BY 00Z SAT.
IN ADDITION...MODEL SHOWS PASSUMPSIC WITH 1.00 OF QPF GOING 1.5 FEET
ABOVE FLOOD STAGE BY 04Z TONIGHT AND BOTH THE MAD AND WINOOSKI
RIVERS APPROACHING FLOOD STAGE BY THIS EVENING..BASED ON BASIN WIDE
1.0 QPF AMOUNTS. FLOOD WATCH STILL LOOKS VERY GOOD BASED ON THESE
NUMBERS AND FCSTS. REMEMBER THIS IS JUST A MODEL PREDICTION OF RIVER
LEVELS.

&&

.AVIATION...
BREAK IN LOW/MID CLDS FM LAST NGTS SHRA/TSRA ALG WITH LGT WNDS AND
ABUNDANT LLVL MOIST HAS AND WL CONT TO ACCNT FOR FOG FORMATION...SOME
LCLLY DENSE THRU 12-13Z WITH MVFR-IFR AND LIFR CONDS. NXT SFC WV
QUICKLY MVG UP ALG COAST WITH INCRSG CLDS PCPN (ALRDY NYC VCNTY AT
07Z).

THE MAIN AXIS OF HVST PCPN WITH MVFR CIGS AND MVFR/IFR VSBY CONDS WL
BE KBTV EASTWARD...ESP KMPV AFT 14Z BUT TIMING MAY NEED TO BE
ADJUSTED QUICKER FM CRNT TAFS BASED ON RDR TRENDS AND BAROCLINIC
LEAF FORMATION ON SAT. GFS TRACKING AND QPF MASS FIELD MUCH MORE IN
LINE WITH CRNT TRENDS COMPARED TO NAM.

IMPRVG CONDS AFT 20Z AND STL UNCERTAINTY ON WRAPARD PCPN HOVERING
ALG NY/CNDN BDR...KMSS VCNTY AFT 00Z DEPICTED BY GFS...BUT ITS THE
CORRECT MDL ATTM.

THANKS FOR COORD VIA THE PHONE GYX AND NERFC.

AREA FORECAST DISCUSSION
NATIONAL WEATHER SERVICE BURLINGTON VT
929 PM EDT THU MAY 18 2006

.SHORT TERM /REST OF TONIGHT/...
GOING FORECAST IS IN GOOD SHAPE...AND DO NOT PLAN TO UPDATE ATTM.

NUMEROUS SHOWERS AND ISOLD EMBEDDED TSTMS CONTINUE TO LIFT NWD
THROUGH CENTRAL HALF OF CWA...COVERING FROM FRANKLIN COUNTY NY
EWD THROUGH CENTRAL VT. FAVORABLE UPPER DIFLUENCE ENEWD OF UPPER
LOW OVER NRN OH WILL CONTINUE THROUGH THE NEXT 3-6 HRS. SHOWERS
WILL TAPER OFF FROM SOUTH TO NORTH BEFORE DAYBREAK...FOLLOWED BY
NEXT EPISODE OF PRECIPITATION THAT EVOLVES FROM DIGGING TROUGH/JET
DYNAMICS ACROSS THE ERN CAROLINAS EVIDENT IN ANALYSIS FIELDS AND
SAT IMAGERY LATE THIS EVENING. THIS IS ALSO REPRESENTED WELL IN
GOING FORECAST AND WITH FLOOD WATCH ACROSS MUCH OF THE FORECAST
AREA BEGINNING TOMORROW MORNING /SEE ALBFFABTV FOR DETAILS/.

ONGOING ACTIVITY IS RAPIDLY APPROACHING KBTV AT THE MOMENT...AND
WILL SPREAD NWD THROUGH THE REMAINDER OF THE NRN CHAMPLAIN VLY
THROUGH 11 PM. WILL CONTINUE TO HANDLE EVOLUTION WITH NOWCASTS.

.PREV DISCUSSION...
 /ISSUED 443 PM EDT THU MAY 18 2006/

SYNOPSIS...

..A FLOOD WATCH HAS BEEN POSTED FOR THE POSSIBILITY OF HEAVY RAINS
FRIDAY INTO SATURDAY ESPECIALLY IN THE GREEN MOUNTAINS OF
VERMONT...SOUTHEASTERN VERMONT AND THE ADIRONDACKS OF NEW YORK...

A DEEPENING UPPER LOW TO MOVE OVER THE NORTH COUNTRY TONIGHT THROUGH
SATURDAY WITH SURFACE LOW PRESSURE TRACKING NORTHWARD ACROSS THE
AREA DURING THIS TIME.

SHORT TERM /TONIGHT THROUGH SATURDAY NIGHT/...
LEADING EDGE OF GOOD QG FORCING AND INSTABILITY ASSOCIATED WITH THE UPPER LOW
APPROACHING FROM THE WEST WILL BRING SHOWERS AND A CHANCE OF
THUNDERSTORMS THIS EVENING TAPERING OFF OVERNIGHT. THERE WILL BE
A SHORT RELATIVELY DRY INTERVAL LATE TONIGHT AND EARLY TOMORROW
BEFORE STRONG QG FORCING AND MID LEVEL FRONTOGENSIS COMBINED WITH
PLENTY OF ATLANTIC MOISTURE COMBINE TO BRING POTENTIALLY HEAVY
RAINS TO THE AREA TOMORROW. RAIN WILL MOVE FROM SOUTHEASTERN
VERMONT IN THE MORNING AND OVERSPREAD NORTHERN VERMONT AND NEW
YORK BY AFTERNOON. RAIN WILL CONTINUE OVER NORTHERN SECTIONS
FRIDAY BEFORE TAPERING OFF ON SATURDAY. SOME INSTABILITY SHOWING
UP IN MODEL FORECASTS OF SHOWALTER INDEX AND MID LEVEL LAPSE RATES
SO MENTIONED A SLIGHT CHANCE OF THUNDERSTORMS. RAINFALL OF 1 TO 3
INCHES IS POSSIBLE ESPECIALLY IN THE HIGHER TERRAIN. UNCERTAINTY
EXISTS IN THE PLACEMENT OF THE HEAVIEST QPF FROM MODEL TO MODEL
AND USED A BLEND OF NAM GFS AND HPC TO SMOOTH OUT THE DIFFERENCES.
GFS SUGGEST NORTHEAST KINGDOM MAY BE GET LESS IN THE PRECIPITATION
SHADOW FROM THE SE FLOW OFF THE WHITES WHILE NAM AND NCEP WRF NOT
AS PRONOUNCED SO DECIDED TO PLAY IT SAFE AND PUT THE WATCH UP FOR
ALL AREAS. SEE HYDRO DISCUSSION BELOW FOR POSSIBLE RIVER RESPONSES.

LONG TERM /SUNDAY THROUGH THURSDAY/...
UPR TROF LOOKS TO CONT TO AFFECT THE FA ON SUN THRU MON...WITH
HI PRESS FOR NEXT TUE THRU THU. WILL CONT WITH CHC POPS FOR THE SUN
THRU MON TIME-FRAME FOR ANY POSSIBLE -SHRA THEN. DRY WX STILL LOOKS
POSSIBLE FOR MUCH OF THE REST OF THE EXTENDED PERIOD. HAVE LOADED IN
THE LATEST HPC TEMP/DEWPT/WIND DATA...WITH JUST A FEW TWEAKS.

AVIATION...
KMPV/KSLK EXPECTED TO DECOUPLE AGAIN OVRNITE TONITE...WITH BOTH
SITES SEEING THE BEST CHC AT SEEING SOME FG AS WELL THEN. SOME LOWER
CIGS MIGHT BE POSSIBLE AS WELL AT KMSS THEN. SFC FLOW ACRS THE FA TO
BECOME MORE WEAK INTO TONITE AND ON EARLY ON FRI. ON AND OFF SHRA
POSSIBLE ACRS MUCH OF THE FA THRU EARLY ON FRI.

HYDROLOGY...
AFTER COORDINATION WITH NERFC...LOWERED RIVER FORECASTS...ESPECIALLY
FOR EAST BRANCH AUSABLE /ASFN6/. ORIGINAL FORECAST HAD MORE RAIN FOR
12Z TO 00Z TODAY...WHICH WOULD HAVE CREATED FASTER AND HIGHER RISES.

HOWEVER HEAVY RAINFALL FORECAST AFTER 00Z TONIGHT AND CONTINUING
THROUGH SATURDAY RAISED HYDRO CONCERNS...WITH RIVERS SHOWING SHARP
RISES.

MODEL DIFFERENCES CREATE FORECAST DIFFICULTIES...WITH GFS PUTTING
PRECIP FURTHER WEST...AND NAM FURTHER EAST. FOR OFFICIAL FORECAST
USED MODEL BLEND QPF...WHICH TEMPERED THE HEAVIEST PRECIP FORECAST
FROM EACH. THIS CREATES WITHIN BANK RISES FOR ALL RIVERS...AND
BRINGS ASFN6 NEAR FLOOD STAGE.

FOR FLOOD WATCH...TOOK WORST CASE RAINFALL FORECAST FROM EACH MODEL
INTO ACCOUNT. FORECAST PRECIP BEGINNING TONIGHT INTO FRIDAY HAS
POTENTIAL FOR OVER AN INCH OF RAIN. SOILS REMAIN SATURATED AND
RIVER FLOWS ELEVATED FROM PROLONGED RAINS SINCE THE WEEKEND. AN
ADDITIONAL INCH OR TWO OF RAIN WILL BE ENOUGH TO RAISE THE RISK OF
FLOODING.
