Here in Guildhall, pop. 270, the practice for some time now is that town 
officials physically distribute them to all households w/people on the 
checklist.  Since we're a small town, this takes about a day if the work is 
divided up amongst various people, ie Town Clerk, Selectboard, Auditors, 
etc.
We are thinking of doing it differently in the future, however, either 
mailing them to the checklist names, or putting a notice in the paper with 
the warning and a statement that reports are available at Town Offices....
