Several years ago I too was perplexed by such a sighting, and it was a male
harrier, this was also late March, it was soaring, but not quite the same as
buteos. Pale, almost white underneath, and black wing tips, with more of a
crook in the wing. When it came down lower, the white rump was the dead
giveaway.
