In the Final Environmental Impact Statement giving the "thumbs up" to
placing a Garbage Transfer Station on Gravesend Bay in Bensonhurst,
the City reports all evidence favorable to its position quite
matter-of-factly; but for each and every finding that is not
favorable, they spend page after page trying to explain away the problem.
So when people reported having difficulty breathing when living near
truck routes (thanks to all the particulates spewed into the air),
the "scientific" Department of Sanitation writes: "If people living
near busy streets are already concerned about a potential effect of
air pollution on their health, they may unconsciously overestimate
the level of traffic or severity of illness."
In other words, the City is saying, "It's all in their heads."
