it's not just blocking publication. it's censoring authors by various
means, preventing them -- post publication -- from spreading the word to
the larger scientific and lay community. its funding decisions (look at
the climate sensing satellite fleet).
and it's all done more or less right out in the open. no hidden
one of the big science rags did a systematic study of this recently, but
my memory cannot retrieve it at the moment. maybe michael balter remembers.
