In Groton, we no longer refund any overpayment for less than $5.00.  I 
believe John Cushing up in Milton told me they do it for that amount.

Janice,

Having a "Small Balance" policy will cover the unders and overs being 
written off.  Depending upon the size of the Town, would determine whether 
"small" is a $1.00 or $3.00.
