Sounds like Moodle would work well for you. Also take a look at http://www.wiziq.com/, where you could combine pure online training (moodle) with live online instruction.

Hi folks,
I am researching online counselor for students temporarily housed in a residential home as part of our special education programs. The program(s) would need to be flexible enrollment, self-paced, "tutorials" for students at various grade levels.
Are any schools using online computer assisted instruction - education "modules" to provide curriculum, practice, and assessment that they would recommend?
