Try Gcompris   and Tux Paint.
The Linux version of Gcompris has more "free programs"
The Windows Version has less 'free'  but for a nominal cost they will
include the rest.

Tux Paint is pretty fun (even my junior high kids like it).  The trick
part is that you set the saving location in the config file.  Kids
don't to browse where they save or open files from. But you can change
the default in the config file.
