I am going to talk to Jim Barlow about this issue. I had this debate in
1994 when the dog law was rewritten. I went back into the old public law
and found in the late 1800 that the law implied that the dead line was
April 1 that one could register the dog starting on January 1st. I think
the intent is to make this happen for the registration of dogs for 2009.
If you look at title 20 sec 3581 (a) it begins with (a person who is the
owner of a dog or wolf-hybrid more than six month old shall annually on
or before April cause it to be registered)(c) is a continuation of Sec
3581 I will let you know what Jim has to say.

And while it says it takes effect April 1, 2009, most likely whoever
wrote that has never issued dog licenses and what should have been
enacted was that it takes effect for 2009 dog licenses. Most dog
licenses are obtained before April 1st, so it looks like only those who
miss the 4/1 deadline next year will have to pay the additional
$1!! Or am I misinterpreting this?
We do need to remember that the folks in the Legislature and Legislative
staff are human. We all make mistakes, as careful as we try to be.
