Today I received a property tax payment with a check dated Sept 30,
asking that I keep the check "until the last moment before depositing", and
tax due date is Nov,. 15th. I have honored this before, but with all the
turmoil of the
last minute, I may not remember.
I guess with the check dated Sept. 30, 2008, I am free to deposit it

You should not hold a check and wait to deposit it at a much later date. Since the check is dated with a current date, it should be processed. The property owner should instead:
Give you a check that is immediately ready for deposit;
Mail you the check so you receive it closer to the due date; or
Ask a friend or neighbor to make their payment around the due date.
This is not a good position for you to be in because you are likely to forget to process it....and what if ALL town taxpayers wanted you to do this? Best to discuss this with the property tax payer and get them to understand the awkward position they are putting you in.
The Town can also have a policy that does not allow for this.
