Attached is the article for review for this Friday's seminar, June 26.  In particular, I'd like the group to look at why these researchers think QI is important (section 1) and why they think IRBs are not appropriate for ethical oversight of QI activities (section 2).  I'm less interested in the proposed protocols for managing insitutional oversight (section 3) and implementation (section 4), although of course the group is welcome to talk about all topics of interest.
