We just went through a similar delay for solid standards. The IAEA
ordering system recently went all online and is a little clunky to say
the least. We ended up registering a second time and wading through
online forms, and then the standards arrived in a week. Email and fax
correspondence was not answered. Perhaps you can check your electronic
registration/order status again?
We had delays with customs of no more than a week for the other
standards you mention. But this was a few years ago.

Subject: [ISOGEOCHEM] IAEA ordering address, delay
We have been waiting for two months for IAEA water and S1-S3 standards
and have not heard anything back from IAEA. Another colleague got some
standards from them in one week. I have heard that they may be two
different ordering addresses on the IAEA web site, only one of which
works. Does anyone know? And has anyone had trouble importing VSMOW,
GISP, SLAP and S1, S2 and S3 into the USA?
Any information on what to expect when ordering would be appreciated.
