In the current version, label sets are a "shared" resource between
users, so users cannot create their own label sets.
Currently, SAA can create a new label set for your use, if you write the
details to [log in to unmask] Hence, the mish-mash of label sets: you're
seeing all the label sets that anyone has used on survey.uvm.edu. In a
future version, I believe label sets will be per-user modifiable.
