Ctrl-PgDn & Ctrl-PgUP move forward/backward one printable page at a time, and have the snappiness in presentation that is desired, but will skip over text if your screen window is shorter than one printable page.
I'm not aware of any way to change the smooth scrolling experience in the latest version of Office, and the web seems to be similarly at a loss.

I think what you want is "Ctrl-PgDn" and "Ctrl-PgUp".
