I spotted this bird yesterday afternoon at the very location you mentioned. I went back this afternoon and could not find him. However I did find a Northern Shrike on the West bank of the river on Junction Rd. just past the bridge. He was perched on a small tree branch at river's edge at about 1530 this afternoon.
