Is it true that UVM accounts get removed 1 year following graduation?

Two reasons I ask:

1) Esri now has a digital download (authorization code) option for the 
Education Edition of their ArcGIS Desktop software.  An authorization 
code can be used with the same install media that is currently licensed 
via the ETS-supported license server arclm.uvm.edu (public knowledge) 
and used for faculty/staff installs on university-owned computers, as 
per our license agreement.  If we provide open access to the ArcGIS 
installer, then a student's ability to continue using the software after 
graduation is limited only by their ability to access the UVM network by 
using their UVM account to connect via VPN client.

2) I received a support request this morning from the UVM netID of a 
former student who no longer appears in the UVM directory but obviously 
still has a valid account.
