Dolan et al, 1986 (see online), found in a hospital study, that flu is very often 
misdiagnosed as a virus disease.  They add, "with disastrous effect" because 
the patient, in addition to the misdiagnosis, is often given poisonous drugs and 
returned to the poisoned environment, ignorant of environmental hazards, and 
positioned for another round of drugs and misdiagnostics.

On the DOH website, WNV disease is defined to clinician's as a disease of older 
people.  Clinicians are strongly encouraged to report this flu-like disease as 
"West Nile Virus disease" if the patient is older.  They are otherwise encouraged 
to presume the symptoms of flu-like disease in younger people as "the flu" or 
another disease -- it's the clinician's diagnostic option.

It is an either/or diagnostic, with the 3rd option missing, toxicology.

Toxicology is completely avoided during diagnostics of humans and wildlife, 
even though air pollution from boilers, stoves, and vehicles can also cause flu-
like symptoms.
