This was a lot easier than I first imagined...
Two changes, and the shiny new laptop is now cut off from network
access...just a standalone MS Office machine.

just disable the adapters, NIC and WNIC?
have the student log on as an account that cant enable them.
this was assuming you didn't need any kind of network.
I have been asked to setup a brand new windows 7 laptop for typing only -NO
INTERNET (wireless or Ethernet)
