Paint.net as Jon says..."is an easy alternative" it offers layering and effects similar but not as extensive as photoshop.

Paint.net is an easy alternative download and not dependent on band width. It's a happy medium between gimp/photoshop and ms paint. I've not seen this problem in win 7. The new ms paint is not as good as the old one.
