We use TD with 250 students now may increase next year to 800 possibly or with HS, MS, and 4-6 total over 1000 , so a state deal would be good. Currently, we pay$3 per student. Its not a LMS but if you use Google Apps as primary tool for creating, collaborating, communicating ...docs, mail, blogs, and if you use sites for ePortfolios, it's a great way for teachers to access and manage things.
I think what Bjorn suggest with Cloudlock might be better used by technology and administrators as its focus is more about security rather than doc management/student work . I just suggested to our tech dept that it might be a good idea to add an acct or two with Cloudlock as security tool.
