Martha - yes indeed the bands mean something. This bird is part of someone's research study. Please report the bands on each leg, their colors as in your photo to the USGS Bird Banding Laboratory via www.reportband.gov/
You will be reporting valuable data to the person who banded the bird; and in turn, will receive information satisfying your curiosity about the bird.
