Where are you getting your quotes from? I got pricing from SHI and the prices were much cheaper than the old CLP prices.
With the EEA you only need to cover the "knowledge" workers in the building and not the students, custodial, bus drivers, etc. The core suite of apps is useable on any computer in the building (even 1:1 laptops... are you paying attention Microsoft?), but there are some apps which remain on a per/computer license which is still way cheaper than the old CLP license.
That being said it is a yearly cost, but you get every new version while you are under the agreement.
I am sick to death of Adobe though. Corell is offering very competitive pricing on their products and their products are perpetual.

Subject: Adobe licensing
Has anyone looked into licensing Adobe Creative Suite products lately? I was told we can still get licenses to CS6 under a CLP agreement, but that's really obsolete, it has been replaced by what's now called the Creative Cloud, and that will only be licensed to K-12 schools under a new
licensing framework called EEA. Under EEA, we wouldn't have a perpetual
license to use the software, only a one year license. I got a quote to license that, and it cost more annually than CS6 would cost perpetually!
