It appears that there was/is a Willow Ptarmigan in the vicinity of Fairbanks Scales Factory/Plant on rte. #2 east of St Johnsbury.

Mary Beth was alerted to the Ptarmigan by Fairbanks Scale employees and they have taken pictures of the bird (although from long distances).
The bird was last seen along the north side of Rte. 2 on the shoulder of the road at the bend in rte. 2 just before you approach Fairbanks Scales which will be on the left.
Four of us did look this morning for the bird and did not find it. The area was not totally covered before we had to leave because of other obligations.
