I received this from Apple on how to purchase without sales tax:
To place an order on behalf of a tax-exempt organization or individual,
please call an Apple Store Specialist at 1-800-MY-APPLE. If this
purchase is on behalf of your educational institution you may
alternatively call 1-800-800-2775 for our Apple Online Store for
Educational Institutions support.
I have not tried it yet.
