I found it while leafing through an old issue of Birdwatching magazine - December 2012, page 11. The article, Birders by the numbers, cites “the authoritative National Survey of Fishing, Hunting and Wildlife Recreation” published every five years by Fish and Wildlife.
The main point of the article wasn’t how different states do in terms of wildlife recreation, but rather trends: travel for birding down, spending for birding up, etc.
