If you're seeing the NetBoot options at all, then I don't think it's a VLAN issue. What model of Mac are you using for boot? The Utilities NetBoot volume may not have a current enough OS version to support the hardware you're trying to boot. If that's the case, I'll rebuild it with something more current.
